That footnote is more intriguing than the rest of the article:
For a somewhat different exception to that rule, see this 2012 item in which a woman drove off in a car that someone had left running in the parking lot of a bank. Turned out the people who left it running were robbing the bank at the time. They had planned to use the car for a quick getaway, a plan she foiled by stealing the getaway car. That really wasn’t stealing either, though, because they had stolen the car from someone else to begin with. And I guess they were in no position to press charges anyway.

When I was a kid, my mom had a manual vehicle (her last) and she would chain smoke and inhale coffee while driving. She’s not a particularly great driver to begin with and wasn’t born with extra appendages to assist - and this car definitely didn’t have a cup holder.
So A) you are very correct and B) this is why all of her vehicles ended up with rust holes in the driver foot well. There were fewer burn holes in the seats than you might expect though.
